Managing agricultural land in line with the ZAN objective

On May 13, 2025, a study day will be devoted to issues of governance and management of agricultural land, in the context of the “Zero Net Artificialization” objective set by the Climate and Resilience Act of August 22, 2021.
The preservation of agricultural land has become a major public policy issue since the 2000s, against a backdrop of competition between their uses.
To counter this growing scarcity, the “Climate and Resilience” law of August 22, 2021 set a target of zero net artificialisation (ZAN) by 2050. In mountain territories – subject to severe spatial and topographical constraints – this objective accentuates the tensions linked to the preservation of agricultural land more than elsewhere.
The international study day L’objectif Zéro Artificialisation Nette à l’épreuve de sa territorialisation: quelle gouvernance du foncier agricole entre action publique et action collective? is part of the Mafate post-doctorate project – Maîtriser les usages d’un foncier agricole en tension led by Grâce Kassis.
This research, which focuses on the emergence of local experiments based on collective action to promote certain uses of agricultural land, draws on the work of Arnaud Buchs and Nicolas Buclet in the Pacte laboratory. Other Labex ITTEM members, such as Adrien Baysse-Lainé and Patricia Benezech-Sarron, will be taking part in the day’s events.
